Most air pollution control agencies require facilities to obtain permits if they release established threshold quantities of pollutants such as VOCs, ammonia, lead, etc. Threshold values may vary from state to state and even within some states. Permits may be required for individual operations within a facility, such as an etcher or an air scrubber, and/or for the facility as a whole. In some areas the thresholds are lower for new facilities than for existing ones. To determine if your facility releases threshold quantities you can monitor the emissions or estimate the releases using established methods.
